Definition
Each value scales item corresponds to a characteristic value. The items are identified by an item number, which is usually the same as the internal number of the characteristic value. When the characteristic values change, however, these numbers can be different.
Quota scale items refer to the number of the value scale items and indirectly therefore to the characteristic value. The number of the value scale item is issued by the system.
