Definition
If this flag is set, budget buckets can be deactivated only if no documents exist for the buckets concerned. If deactivation is prevented by existing documents, an appropriate message will be entered in the application log of the Release Workbench.
If the flag is not set, budget buckets can be deactivated in any case, even if documents exist for the buckets concerned.
