Depending on the value of the reduction indicator (LLR field), the reduction has the following possible results:

1 = adjustment to at least lower limit amount, if amount < lower limit
2 = no adjustment, if amount < lower limit

Example

Budget billing amount = 70.00
Lower limit amount for the reduction = 5.00
