Depending on the value of the increase indicator (Inc field), the budget billing amount increase has the following possible results:

1 = adjustment to at least upper limit amount, if amount < upper limit
2 = no adjustment, if amount < upper limit

Example

Budget billing amount = 70.00
Upper limit amount for the increase = 1.00
