Definition
Translations can only be created and edited for a form if it has been flagged as relevant for translation. If it is not relevant for translation, this means the form can only exist in one language, the original language.
New forms are relevant for translation by default. If this attribute is changed at some point, the system checks whether translations already exist when the form is activated. It is only possible to activate a form if it exists exclusively in the original language.
