Definition
The initial release status is the status which is set when a release-relevant limit is changed.
If an initial status of "0" is set, and release is active, when a limit is changed, it will be set to status "0", "Limit is not released". Later, the same user can mark the limit as requiring release by a second user.
If the initial status is "1", and release is active, when a limit is changed, it will be directly set to release status "1", "Limit is marked for release".
In both cases, changes have to be released by a second user to achieve status "2", "Limit is released".
