Definition
Measure of the goodness of the forecast model employed compared to the "primitive forecast".
Procedure
The "primitive forecast" simply takes the last historical value as the forecast value.
- The coefficient of Theil is 1 if the forecast model has the same goodness as the "primitive forecast".
- The coefficient is less than 1 if the forecast model is better than the "primitive forecast".
- The coefficient is greater than 1 if the forecast model is worse than the "primitive forecast". This case should be avoided.
