Definition
The Locking Provider is a global ABAP class that implements the IF_COL_LOCKING interface for one or more aspects. You can edit these classes in the Class Builder.
However, you can also implement the IF_COL_LOCKING interface in the Service Provider. If you do so, you do not then need to specify a separate Locking Provider.
