Definition
The change lock is a means of preventing changes to properties in the form of construction that increases the value.
In real estate planning, the community government first agrees on a resolution to create the development plan. Once the development plan is approved by the responsible authorities, the community government can agree on a change lock so that further development is not allowed while the lock is in effect. This change lock is intended to prevent the land value from increasing to the benefit of the land owners due to the development. For the land in the area being developed, the authorities determine an initial value based on the prevailing market values.
