Definition
The specification of a reference location is always required if a location does not have the attribute 'city', if it, for example, is only an airport.
In such a case, the IATA code of the associated IATA location which is a city is specified as the reference location.

Dependencies
Example
GYY (Chicago, Gary Regional) has the attribute 'airport' and 'airport group', but is not a city. This location is therefore assigned the reference location CHI (Chicago) which is defined both as a 'city' and as an 'airport group'.
