If you set this indicator, codes or code groups deleted from the database are marked as inactive. The data records are not physically deleted from the database. As a result, you cannot reuse the codes or code groups - (for example, with another meaning).
If the indicator is not set, the data records for the codes or code groups cannot be deleted from the database to guarantee data consistency in other applications.
