The field is used as follows:

• Special payment:
  As part of the information submitted to the family court, the special payment must be calculated using different percentages in accordance with the court's verdict. For the period prior to April 1, 2008 (DNeuG), the special payment is calculated using a percentage of 2.085% of the assessment basis if the "Dev. Calc. Key Date" field is blank or a date as of July 1, 2006 is entered. If the entered date is before July 1, 2006, the special payment is calculated using 4.17%.
  For the period as of April 1, 2008, the special payment is calculated at 2.042% of the assessment basis if the field is blank or a date as of January 1, 2011 is entered. If the entered date is before January 1, 2011, the payment is calculated at 0%, that is, no special payment is calculated.
• Assignment of public services regulation
  For the calculations and statement creation within the framework of the information submitted to the family court, the assignment to a public services regulation can occur using a key date for statutory regulations (BAdI Assign Indicator for Public Services Regulation), which the system usually sets to the date 31.12.9999. In this way, a calculation is always made for the information for the family court according to the latest public services regulation. The value help for the fields that depend on the public services regulation are also structured using this key date. For process scenarios that are already released, the date of the assessment of the pension percentage is used as the definitive key date for determining the public services regulation, rather than 31.12.9999. This ensures that the assignment to a public services regulation is taken into consideration even for future changes.
  If an alternative calculation key date is specified, the assignment to the public services regulation occurs depending on this key date.
• Other regulations
  The percentage for the monthly special payment (state of Hesse) is also determined using the key date for the legal regulations (analogous to the assignment of the Public Services regulation).
