This flag specifies whether an attribute definition may be changed or not.
Some attributes are read with optimized methods that make assumptions based on how the attribute definition is maintained. For that reason, you must not change the definition of these attributes without adjusting the corresponding programs. Modification of the attribute definition (that is, the attribute as such) and of its inheritance type is therefore locked.
The flag has no effect on the maintenance of values for this attribute.
