Indicates that users in the user group assigned to the selected inspection profile are permitted to propose the activities of this follow-up activity profile, but they are not permitted to confirm them.

Example
User A works as an inspector in the warehouse. She has only limited authorizations and may not initiate scrapping of a returned product. However, she can propose scrapping to her manager, user B, who is authorized to initiate this activity.
The follow-up activity profile containing the follow-up activity Transfer to Scrap is therefore assigned to user A as a follow-up profile with permission to propose and assigned to user B as a follow-up profile with permission to confirm.
