If the parameter is initial, the header dimensions are not data-driven in any case.
If the parameter is set, the header dimensions are not handled specially during the determination of the characteristic "Data-driven".
Whether a dimension is data-driven depends on the header dimensions as well as on the use of the pushbutton "Form planning" (parameter KPP0S-USEFOB) and the number of characteristic values of the dimension.
