You use this indicator to stipulate whether, in the "bank calendar" or "Japanese calendar", February 28 is treated as the 28th or the 30th.
Example
If this indicator is set, there are 30 days, not 28, between January 31 and Febrary 28.
There are also 30 days, not 32, between February 28 and March 31.
