This element is for the joint venture partner suspensed beginning year. When a partner is placed in suspense, the year that the suspense starts should be placed in this field. The partner's cutback entries starting from the beginning suspense period and year will be placed in suspense. When a partner is removed from suspense, this field is used by the billing process to determine the records that should be billed in the current period.
