Prefer nondimensional base unit of measure for cumulation.
Use
When cumulation mode B is active, conversion into a nondimensional base unit of measure is to be preferred over conversion into the nondimensional component unit of measure proposed in the document type when the system determines the number of pieces (quantity) whose component unit of measure is not nondimensional.
