Visible means that a version of the info object exists for the selected context. This means that the system can find a version (PHIO) of the info object (LOIO) either in this context (language and release / enhancement + release) or in a lower context. This process is called context resolution.
In this case the column contains a "Yes".
If only versions in other languages and/or higher contexts exist, the object is not visible in the current context, and the column contains a "No".
