Definition
Indicator that identifies a measure (project) as a preliminary project.
Use
The purpose of the preliminary project is to collect costs that come due for a project during the planning phase (such as, costs for preliminary tests or for expenses involved in planning, and so on).
The preliminary project can become the measure used for the actual implementation of the appropriation request. You then have to remove the "preliminary project" indicator.
