Definition

The percentage rate by which the plan value should be reduced.

Example:
If the percentage = 40 -> Result = old plan value 1000 * 0.40 = 400
If the percentage = 0 -> Result = old plan value 1000 * 0.00 = 0

The plan value is reduced to 40% of the old value, that is 400, rather than 400 being subtracted from the old plan value.
