Definition
Expected portion of acquisition and production costs that are to be capitalized, expressed as a percentage of the combined costs from the cost estimate for an appropriation request.
Use
The system copies this portion of the combined costs to the appropriation request as investment costs. The rest is transferred as overhead that is not eligible for capitalization.
