When claims are dispatched for further processing, it might be the case that a claim or subclaim earmarked for dispatch is currently being processed, and so it is locked. It is not possible to enter a new user in the corresponding table or to dispatch the claim.
The unsuccessful attempt to dispatch the claim is saved in this field (as is information on a successful dispatch).
