Hierarchy levels are numbered from top to bottom.
Example
A pallet contains boxes in which material is packed. The pallet itself is the highest-level handling unit and thus is level 0. The boxes, which are on the next hierarchical level below the pallet, are considered level 1. The material in the boxes is level 2.
