Definition

This flag controls whether GM budget transfer between grants is restricted by the object mapper.

Example

For example, if an incoming grant has a sponsored class named equipment that is mapped to an outgoing grant sponsored class supplies and this flag is active, then GM budget can only be transferred from equipment to supplies.

If the flag is not active, then the source grant's budget for the sponsored class equipment could be transferred to any sponsored class in the target grant. However, the target grant's sponsored class needs to be mapped to a sponsored class (but not necessarily equipment) in the source grant so that it is reportable and billable.
