Dependencies
Depending on the allocation type, the controlling device must have certain attributes (such as basic device category).
Example
A ripple control receiver controls a meter via a command.
A transformer (or transformer group) controls an indirect meter and passes on its billing factor.
A pressure regulator controls a meter and passes on its measured pressure.
