You must set this indicator if you want to enter negative plan values for the commitment item.

Examples
For example, a clearing item is used if you want to indicate in the draft budget that savings have to be made or additional funds are required (negative budget values are possible here). There are not allowed to be any clearing items in the final budget plan.
In an approved budget plan, there may be no more commitment clearing items in commitment item category "expenditure" which have negative values for the current budget in payment budget, current budget in commitment budget or financial budget.
