The index to be activated refers to one of the tables of the ABAP/4 Dictionary. Setting this flag defines that this table should be searched for in the latest nametab.
This makes sense if it is possible that the base table is only transported to the system or changed when there is an upgrade. These changes cannot yet be found in the active nametab in this case.
