Definition

If this flag is set, all the dependencies of the object to be activated are handled at once. If it is not set, only those dependencies are handled which need action because a difference was detected between the active version and the version to be activated.

The flag therefore should always be set if the old active version of the object is no longer available (e.g. substitution).

Dependent objects are only handled if it is found that an active version of the object to be handled already existed.
