Definition
The percentage of maximum open datasets the current open datasets must reach to trigger the asynchronous drain operation.
For example, if the maximum open datasets is equal to 1000, and DRAIN START is equal to 1 %, then an asynchronous drain operation is triggered when the current open datasets is 1 % less than the maximum open datasets (when there are 990 open datasets).
