This flag specifies whether a Content Controller has its own toolbar or not.
The Container Controller needs to know whether a Content Controller has its own toolbar, because the Content Controller has control elements that are embedded in the toolbar of a Content Controller. If a Content Controller has no own toolbar, then the Container Controller must display these elements in its own toolbar.
