Is External signals that a check is NOT implemented as CheckMan Check.
There are conditions where one likes to import findings of some external tool into the ATC/CheckMan Viewer. ATC offers an API for this use case. But even external results need some content in the CheckMan meta data tables. This content is fed by the import API also and gets tagges as "IS_EXTERNAL"
