The particular significance of the planning status
in the component "E & T Administration":

Only the values '2' (planned) and '1' (active) are
relevant to business events in E & T Administration.

The values mean the following:
'2' => planned internal business event

'1' => external business event
or
firmly-booked internal business event

An internal training business event is planned or created in
status 2 (parameter "Status (INSERT)" when using
RHKURS00). It is not put into status 1, ie. activated,
until the list of attendees is finally determined
or unless the business event is cancelled completely (both
via report RHFIXK00 only).
External business events, however, are created
directly in status 1 via transaction PP16.
