Definition

Determines how the identification of the further reference issuer should be interpreted. You need the tracking ID and two more items to uniquely identify the tracking ID:

• identification of the organization that has issued the tracking ID (e.g. 0000003100 for carrier 3100)
• code set that describes to which type of organization the issuer belongs (e.g. provider code R3SUPL for R/3 supplier master).
  The issuer's identification must be unique within this code set.
