Valid values:
1 regulation effective before checking stock ledger group and
before breaking down stored references. These actions will be
performed with the overruled values after that.
2 regulation effective upon completion of the stock ledger group
checks and break-down of stored references. The values overruled
by the regulation will not be checked after that!
