Use

You can use this maintenance view to define rules for replicating reference issues from media issue X to media issue Y.

To do this, you must create a new class that implements the interface IF_ISM_AREA_RULE. You can implement the rule in the method GET_REFISSUES. You must then assign the class a rule number that can be entered in the maintenance view together with the class name.
