Feature to return the action type for 'Rehiring' personnel action.

In cases where the employee was rehired after one day break in service - the one day break should
be counted as worked day for Bonus computation, which would in normal circumstances would have
been counted as non-worked day.
Example
The Feature will return the action type for personnel action for the given country.

Further Notes
If the customers don't want to have the one day break as worked day, then
don't maintain this feature.
If 364 days required for a break in re-hired employee , then don't maintain
this feature.
If 365 days required , then maintain this feature with the correct action type.
