Use

The ELENA procedure has been abolished. Therefore, the ELENA activities in Customizing are obsolete (SAP Note 1611591).

This chapter explains how to set up the notification procedure for the electronic remuneration statement (ELENA). The notification procedure will replace the traditional statements over time. For more information on the ELENA procedure, see the website http://www.das-elena-verfahren.de.

As of 01/01/2010, and in accordance with §97 SGB IV, all employers are obliged to transmit an ELENA notification to the German central storage location (ZSS) every month for every employee. The data from the ELENA notifications are stored in the ZSS. From 2012, it will be possible for the recipient entities (for example, the state job center) to read data directly from the data pool in the ZSS when approving social benefits (for example, unemployment benefits). Employers will then no longer need to issue employer statements (such as the statement of employment).

Technically speaking, the ELENA procedure is based on the DEUEV procedure. For the reports on creating the notifications and notification file, see the SAP Easy Access menu and choose Human Resources -> Payroll -> Europe -> Germany -> Subsequent Activities -> Per Payroll Period -> Reporting -> ELENA.

The ELENA procedure contains two notification types:

  • The monthly earning notification with the multifunctional earnings data record (MVDS) has to be created monthly for each employee after payroll.
  • The notification on the allocation of a process number using the data record allocation of a process number (DSVV) has to be created if no insurance number has been allocated to a public sector employee. Notifications on the allocation of a process number can be created and sent independently of the monthly earning notification. The ZSS sends a process number for public sector employees to replace the insurance number. This can be imported automatically into the system.

The data records comprise data modules in which the information for a notification is saved.

The multifunctional earnings data record (MVDS) comprises the following data modules:

  • DBEN - ELENA basic data
  • DBNA - Name
  • DBGB - Birth details
  • DBAN - Address
  • DBAG - Employer details
  • DBAB - Place of employment different to the employer's address
  • DBFZ - Absence times
  • DBSE - Other payment subject to tax
  • DBSB - Tax-free payments
  • DBAS - Education
  • DBZD - Additional data
  • DBNB - Second job unemployed persons (as of 2012)
  • DBHA - Homeworkers
  • DBKE - Termination/dismissal (as of July 2010)

The data record allocation of a process number (DSVV) comprises the following data modules:

  • DBNA - Name
  • DBGB - Birth details
  • DBAN - Address

The system creates the notifications by determining the information for the individual data modules from payroll and the master data. This requires some Customizing activities.
