In this step, you set up the subsequent administration in case of the dissolution or closure of an entire health insurance fund or an individual branch office.

Example

the AOK (Statutory Health Insurance Fund) Bruchsal and the AOK Heidelberg merge as of January 1, 2006, to form the new AOK Baden.
You must delimit and lock the two old health insurance funds (AOK Bruchsal and AOK Heidelberg) as of the key date January 1, 2006.
You must create the new office AOK Baden and specify it as the successor fund for AOK Bruchsal and AOK Heidelberg.

AOK Baden closes its branch office in Bruchsal on January 1, 2007. The tasks of the branch office in Bruchsal are taken over by the branch office in Karlsruhe.
You must delimit and lock the Bruchsal branch office as of January 1, 2007.
You must enter the Karlsruhe branch office as the successor branch office.

Activities

The procedure differs, depending on whether you want to define the subsequent administration for an entire health insurance fund or a closed branch office.

Procedure for Subsequent Administration for a Health Insurance Fund

1. Create new health insurance fund, lock old health insurance fund

  • Create the new health insurance fund.
    We recommend that you copy all data (address/bank details, contribution rates, contribution classes, and level tables) from one of the merging funds to the new fund, and modify the copied data (address/bank details, and so on) accordingly.
  • Lock the old health insurance funds.
    From the time of the dissolution, the health insurance funds in question must be locked. However, the health insurance funds must still be available for retroactive accounting to periods before the dissolution.
    For this reason, you must delimit the health insurance fund to be locked on the key date. In the current data record from the key date, you must flag the health insurance fund as locked.
    1. Choose Basic Settings for Health Insurance Funds.
    2. Delimit the relevant health insurance fund from the key date.
    3. Change the health insurance fund category to Locked HI Fund.

From this key date, the health insurance funds that you have locked can no longer be entered as health insurance funds in the Social Insurance infotype (0013).

2. Create subsequent fund

  • For the health insurance funds that you have just locked, enter the new successor fund valid from the key date.
    By doing this, the following is triggered when the contribution statements are created:
    • Group statement for health insurance funds:
      If retroactive accounting is run during a year
      for periods prior to the dissolution of the old health insurance fund, differences in social insurance contributions are automatically included in the group statement for the successor fund.
      If the retroactive accounting is performed after the fiscal year change for periods prior to the dissolution of the old health insurance fund, a separate group statement is created for these differences. The recipient of this group statement is the successor fund specified.
    • Individual statement for employee:
      The health insurance fund valid during the evaluation period is always printed on the individual statements for the employee. If retroactive accounting is run for periods prior to the dissolution of the old health insurance fund, the former health insurance fund is printed.

3. Enter successor fund in master data

The report creates a batch input session that delimits infotype Social Insurance 0013 and enters the successor fund in the new record.

4. Maintain data for contribution

  • For each personnel area/personnel subarea, you must maintain the account number (employer number) and the payment office number for the new successor fund.
  • If you pay the health insurance contributions to a general pay fund, you must also specify the health insurance fund intended as the general pay fund for the new successor fund.
  • Check whether the locked HI fund has been entered as the general pay fund. If so, you must delimit the entries transferred to the locked health insurance fund as the general pay fund for the key date.

5. Check SI contribution

  • Check whether the social insurance (SI) contribution has been set up for the new health insurance fund.
    You can set up the SI contribution here if required.

6. Check attributes for the reimbursement of employer expenses

  • Check whether the attributes for the reimbursement of employer expenses have been maintained.
    You can make the required entries here if required, or adjust them to suit your requirements.

Procedure for Subsequent Administration for a Branch Office

1. Lock branch office

The branch office must be locked from the date of dissolution. However, the branch office must still be available for retroactive accounting to periods before the dissolution.
For this reason, you must delimit the branch office to be locked on the key date. In the current data record from the key date, you must flag the branch office as locked.

  • Choose Address and Bank Details.
  • Delimit the relevant branch office from the key date.
  • Activate the Branch office locked indicator.

From the key date, you can no longer enter the branch office in the Social Insurance infotype (0013).

2. Create a successor branch office

  • For the branch office that you have just locked, enter the successor branch office valid from the key date.
    When the contribution statements (group and individual statements) are created, the system functions in the same way as described under the same step for the subsequent administration of health insurance funds.

3. Enter successor branch office in master data

The report creates a batch input session that delimits infotype Social Insurance 0013 and enters the successor branch office in the new record.

4. Maintain data for contribution

  • Check whether the locked branch office fund has been entered as the branch office of a general pay fund. If so, you must delimit the entries transferred to the locked branch office as the general pay fund as of the key date. In the new data record, enter the successor branch office.
