You have to maintain the country references. Either the country references another country or itself in REA.
Further notes
You can delete entries by setting the deletion flag.
Example
Country reference: Country DE references itself and country AT references DE. Consequently, REA master data cannot be maintained in country AT. All settlement-relevant master data is determined in country DE.
