Diagnosis

Global indicator is not set. However, all entries in table have the indicator 'repaired' set, or are at least confirmed (if this is necessary).
Note that you must explicitly confirm entries that are currently only proposed.
The BRE will not execute any semi-automatic repairs until global indicator is set.
