You cannot use this namespace in this system.
Procedure
Your system administration should check the change licences of the namespace in your SAP system. The namespace must have the namespace role "P" (producer) and a valid licence for this system.
Maintain the namespaces in: transaction SE09 -> Transport Orgnanizer Tools -> Administration -> Display/Change Namespace.
