Action Merging: One Unprocessed Action with Equality Check

Diagnosis
In the technology used for action merging, the system checks newly found actions to see if a similar action already exists. This is indeed more time-consuming than merging without this check, but does not set the 'changed' indicator in every case.
System Response
Newly determined actions are checked to see whether a similar action already exists. If this is the case, the available action remains, the newly found action is rejected.
However, if no action is available the newly found action is transferred.
Manually changed actions are always received.
