'Read' statistical collector parameters from database:

Diagnosis
Depending on the #overcoverage timeframe# set by PMI process steps with statistic records for selecting statistic records, statistic records need to be read again for individual transaction IDs in a new collector run. For example, it might only be possible to close a statistic record after a collector run that processed a PMI tracking record with a certain transaction ID, meaning that it will not be available until the following collector run.
