Diagnosis
Your System contains a 'Pilot version' of the Release 4.0 translation environment (Transaction SENN), which is active for a transitional phase for certain languages, as well as the standard translation environment (Transaction SE63).
The target language which you specified is not recognized by the System as a 'Pilot language'. You must use Transaction SE63 to translate into this language.
