With the current Customizing settings, it is not possible to reference the earmarked funds that you have selected.

Check the settings in Customizing under Public Sector Management -> Funds Management Government -> Funds Management-Specific Postings -> Earmarked Funds and Funds Transfers -> Define Permitted Types of Earmarked Funds in Purchase Order Documents.
