Diagnosis
You want to create a relationship from a focus object to a general iPPE object (not a focus).
System Response
However, the type of the current focus does not allow assignments to objects that do not belong to the current focus. You would exit the defined context of the model for the current focus and link to general iPPE objects.
Procedure
Create the general iPPE object to which you want to create a relationship as an object of the focus .
