Action point &1 at line network &2 cannot be assigned to a line resource

Diagnosis
The action point at the start and end of line network cannot be assigned to a line resource because the line structure starts and ends either with parallel or alternative lines. In order for the Action Handler to determine the line resource assigned to an action point, there must be distinct starting and ending lines.

Procedure
Ensure that the line structure has distinct starting and ending lines, or, maintain action points at each starting and ending line, as required.
