Change numbers &1 and &2 at &3 &4 have the same "Valid from" date

Diagnosis
Different change statuses of a mode cannot have the same valid-from date as the mode can only have once active change status at any one time.

Procedure
Adjust the validity dates for the change numbers and so that these numbers have different valid-from dates, or use a different change number.
