Product Lock is not acitve. You have to activate it.

Diagnosis
You are trying to open a LT engine but the Product Lock is not active. It is only allowed to open an engine if the Product Lock is activated and if you have the valid product key.

Procedure
Activate the Product Lock. To do this you need a Partner Alias and and a Partner Key.
